Harmonized Commodity Description and Coding System

The 2007 version is the fourth edition of the Harmonized System (HS) since the system was adopted by the WCO Council in 1983 and implemented in 1988. HS 2007 includes more than 350 sets of amendments to the Nomenclature, mainly related to the necessity :
to record technological progress in the nomenclature, to adapt the nomenclature to reflect current trade practices, to clarify the texts of the nomenclature to ensure uniform application, to cater for social and environmental concerns in the nomenclature.
This publication contains the following:
(a) The text of the international Convention on the Harmonized Commodity Description and Coding System (usually referred to as the Harmonized System or HS) approved by the Customs Cooperation Council on 14 June 1983, the Protocol of Amendment to that Convention and the Councils Recommendations concerning the Amendment of the HS (Part I);
(b) The text of the Nomenclature established under the above Convention, amended as at 1 January 2007 (Part II). The Nomenclature includes the General Rules for the Interpretation of the Harmonized System, the Section, Chapter and Subheading Notes, and the headings and subheadings. Each heading is identified by four digits, the fi rst two indicating the Chapter number and the second two the numerical order in which the heading appears within that Chapter. The heading numbers are shown in the fi rst column. The second column contains the six-digit codes of the Harmonized System.The third column contains the texts of the heading in heavy type and the texts of the subheadings in smaller type. These provisions (General Interpretative Rules, Section, Chapter and Subheading Notes and number and texts of the headings and subheadings), and they alone, form the Nomenclature of the Harmonized System.
